East Okoboji Lakes Improvement Corporation

Board of Directors Meeting

Monday, June 17, 2019 @ 7:00 PM

Board Members Present:  Bill Maas, Lois Clark, Joel Farley, Terry Wilts, Vern Schoeneman, Jim Blum, Steve Richards and Bob Kelley.

Board Members Absent: Wendell Riley, John Salewske, Mike Maffin and Chuck Augustine.

The meeting was called to order at 7:00 pm by President Bill Maas at the Orleans City Hall Council Chambers.

Adoption of Agenda

It was moved by Blum and seconded by Kelley to adopt the agenda with flexibility.  Motion carried.

Approval of Minutes

Moved by Richards and seconded by Kelley to approve the May 20, 2019 regular Board meeting minutes. Motion carried.

Treasurer’s Report

Farley reported an account balance of $80,927.28. Schoeneman moved with second by Clark to accept treasurer’s report.  Motion carried.

Membership Report

Wilts and Farley reported the 2019 Membership and Dues mailer has resulted in 218 responses to date, 122 renewals and 96 responses from those not heard from in the last mailing. Dues and donations to date $12,770, an average of $58.58 per response. Dues mailer was sent May 13 and received by most May 15.  Discussion followed about some kind of door to door campaign in 2020 in the Upper/Lower/Minnewashta areas to reinforce education about the group’s efforts in taking care of all of the East Okoboji chain of lakes, not just East Lake Okoboji proper.

Old Business

Curlyleaf Pondweed 2019 Aquatic Management Plan

Wilts reported mechanical harvesting probably has come to a close for 2019 with final numbers yet to be received from the vendor. With the pondweed in decline and laying over it does not appear that the 25 acre goal this year will be reached. Weed that was cut in 2019 was denser and heavier judging by trailer weights. Shoreline systemic treatment performed back in April was deemed by the DNR to be in the 80-90% effective range.  Block treatment and spine trail treatment down the middle of the lakes (see map on website, eastokobojilakes.org) less effective, possibly from incredible springtime flows this year.

28th St. Drainage Project

A $100,000 request and letter of support from the EOLIC resulted in a $50,000 grant from the Okoboji Foundation for this project.  Our thanks to President Rob Waterhouse, chairman Dr. Pat O’Brien and the entire board of directors and staff at the Okoboji Foundation for their consideration and grant. Application for $15,000 to the Dickinson County Endowment Fund to be made on June 18, 2019 and also a meeting with FEMA scheduled for the week of the 17th of June as well.

Director’s and Officer’s Insurance

Quote was received and rejected for this insurance and other avenues for coverage will be sought.

New Business

By-Law Changes

Decision made to recommend the following changes to the EOLIC by-laws at 2019 Annual Meeting:

·       Move date to 1st Saturday in June to better coordinate with dues and donations mailer.

·       Eliminate the March and November Board Meetings

·       Change the number of directors from 12 to 9, change via attrition

·       Allow electronic/telephonic meetings

Iowa Environmental Council

Moved by Blum, seconded by Clark to make $100 donation to the Iowa Environmental Council. Motion carried,

Annual Meeting Saturday, August 3, 2019, Dickinson County Nature Center, 9:00 am Speaker TBD

Next regular meeting is scheduled for July 15, 2019 at 7:00 PM at Orleans City Hall.

It was moved by Kelley and seconded by Clark to adjourn the meeting at 8:43PM.  Motion carried.
