Board of Directors Meeting

Monday, July 21st, 2014 7:00 P.M.

Orleans City Hall Council Chambers

AGENDA

1.  Call to Order and Introduction of Guests by Bill Maas @ 7:07P.M.

Present: Jim Blum, Delmer Lee, Bob Kelley, Bill Maas, Mike Maffin, Wendell Riley, Vern Schoeneman, Bev Schumann, Bonnie Simonson, Gus Tallman

Absent: Dwight Dohlman

2.  Adoption of Agenda With Flexibility

Moved by Simonson, seconded by Kelley to adopt the agenda with flexibility.

Motion passed.

3. Approval of Minutes of May 19th, 2014 Regular Board Meeting

Moved by Schumann, seconded by Riley to approve the May 19th, 2014 regular board  meeting minutes.

Motion passed.

4. Treasurer’s Report

Moved by Simonson, seconded by Kelley to accept the June 30th, 2014 Treasurer’s report, showing a balance of $ 22,752.07

Motion passed.

5. Old Business, Recurring Business/Report, and Unfinished Business

5A. Executive Board Member Replacement Update

No action.

5B. Update on Action with Coalition on Water Levels

It was suggested that the EOLIC Board, in an attempt to move forward on setting guidelines for high water levels on the lakes, propose some recommended options to be considered.

Option #1

1)  When the water level exceeds 24 inches above crest level as measured at the control structure, the 5 mph speed limit should extend to 600 feet from the shoreline.

2)  When the water level exceeds 30 inches above crest level as measured at the control structure, the whole lake should be designated as a 5 mph speed limit.

Option #2

1)  When the water level exceeds 30 inches above crest level as measured at the control structure, the 5 mph limit should extend to 600 feet from the shoreline.

2)  When the water level exceeds 42 inches above crest level as measured at the control  structure, the whole lake should be designated as a 5 mph speed limit.

5C. Update on Drainage Issues Meeting Involving the City & County

Maas and other board members will try to set up a meeting with a couple of Dickinson County Board of Supervisors and Spirit Lake City council members to discuss drainage  problems especially at 28th St. and 255th Ave.

5D. Annual Meeting Update

The annual meeting will be held at the Dickinson County Nature Center on August 2nd, at 9:00 A.M. with Mike Hawkins, DNR presenting on Lake and Shoreline Restoration.

6. New Business

6A. Commercial Memberships & Donations from Cities

There was discussion on forming a membership committee of board members to evaluate what we can do to promote EOLIC and get more members.

Maas will contact local cities and businesses about becoming members of EOLIC.

6B. Governor’s Meeting in August

Maas reported that the Governor will be in the lakes area in August to talk about the  progress of the high water committee he appointed.
