East Okoboji Lakes Improvement Corporation

Board of Directors Meeting

Monday, April 19, 2021 @ 7:00 PM

Board Members Present:  Bill Maas, Lois Clark, Terry Wilts, Steve Richards, Bob Kelley, Chuck Augustine and Mike Sexton.

Board Members Absent: Joel Farley.

Guest: None

The meeting was called to order at 7:00 pm by President Bill Maas at the Orleans City Hall Council Chambers

Adoption of Agenda

Moved by Clark and seconded by Kelley to adopt the agenda with flexibility.  Motion carried.

Approval of Minutes

Moved by Richards and seconded by Sexton to approve the October 19, 2020 regular board meeting minutes. Motion carried.

Treasurer’s Report

Wilts reported for Farley up to date financials to the group with a balance of $87,228.64. Pass thru funds of $200,000 reflecting EOLIC grants from the Water Quality Commission for the Francis Sites Wetland Project and our contribution to the same of $1000.00 were also reported. Augustine moved with second by Kelley to accept treasurer’s report.  Motion carried.

Membership Report

Wilts reported 3 additional memberships totaling $625.00 since the last meeting October 19, 2021.

Old Business

Francis Sites Wetland Update

A third EOLIC grant of $100,000 for Phase Two of this project has been secured from the Water Quality Commission. Spring construction not yet underway. No board action needed.

2021 Aquatic Management Plan Update

The 2021 plan yet to start with water temperatures still in the low 40’s. 15-acre block treatment performed north of the Highway 9 and 71 bridge the last two years will shift to shoreline treatment of most of Lake Minnewashta. EOLIC will be paying for the chemical application this year ($4300) with Iowa DNR paying for the herbicide. Mechanical harvesting to be done as needed with 12 acres budgeted for 2021. Drone flight yet to be determined. No board action needed.

East Okoboji Island Update

Wilts confirmed $250 from Keep Okoboji Blue will be added to the EOLIC contribution of $2000 for this restoration project. Work has begun on scruff timber removal, shoreline armoring and island restoration. No board action needed.

Bedell Property Purchase Update

Wilts informed board that fundraising by the Iowa Natural Heritage Foundation is underway with a Labor Day deadline. No board action needed.

New Business

RV Park/Campground

Clark moved with second by Augustine to draft a letter from EOLIC to the Dickinson County Board of Adjustment and County Zoning Director Dave Kohlhaase regarding proposed 227-unit RV Park/Campground west of Highway 86 across from the Triboji area. Letter to include elements of how this fits the County Comprehensive Plan, how the drainage affects West Lake Okoboji in an already compromised area and how water and sanitary sewer infrastructure needs will be met.

Membership/Dues Fundraising Letter 2021

Mailer to be in homes prior to Memorial Day weekend.

Meeting with OPA and SLPA

Wilts reported of a meeting he had with representatives of the Okoboji Protective Association and the Spirit Lake Protective Association regarding the possibility of combining efforts as one central organization. While no board action taken, decision made to make ourselves available to any future meetings regarding possible combined efforts.

Annual Meeting

The Maser Monarch Lodge at Kenue Nature Center, 22785 Nature Center Road has been secured for the EOLIC Annual Meeting of Saturday, June 5th, 2021. Coffee and doughnuts at 8:30 am with meeting beginning at 9:00. Mike Hawkins, Fisheries Biologist with the Iowa DNR is tentatively scheduled to speak.

Water Festival

EOLIC will have a booth from 10:00 am to 3:00 pm on the greenspace Saturday, August 7, 2021.

Other issues, announcements, group sharing, etc.

Next regular meeting is scheduled for May 17, 2021 at 7:00 PM at Orleans City Hall.


It was moved by Clark and seconded by Kelley to adjourn the meeting at 9:05 PM.  Motion carried.
