East Okoboji Lakes Improvement Corporation

Board of Directors Meeting

Monday, August 16, 2021 @ 7:00 PM

Board Members Present:  Bill Maas, Lois Clark, Terry Wilts, Steve Richards, Mike Sexton, Don Cerwick, Paula Radke, Laurie Murray.

Board Members Absent: Chuck Augustine

Guest: former board member Jim Blum

The meeting was called to order at 7:00 pm by President Bill Maas at the Orleans City Hall Council Chambers

Adoption of Agenda

Moved by Sexton and seconded by Murray to adopt the agenda with flexibility.  Motion carried.

Approval of Minutes

Moved by Murray and seconded by Cerwick to approve the July 19, 2021 regular board meeting minutes. Motion carried.

Treasurer’s and Membership Report

Wilts reported up to date financials to the group with a balance of $110,973.59. $2250 to East Okoboji Island restoration and $500 to EMS drone purchase outstanding. Clark moved with second by Murray to accept treasurer’s report.  Motion carried.

Membership total stands at 360 with dues/contributions totaling $31,310.00 during this revenue cycle.

Old Business

Francis Sites Wetland Update

Construction and grading/seeding complete. No board action needed.

East Okoboji Shores Fundraising/Iowa Natural Heritage Foundation

Motion Richards, second by Cerwick to authorize contribution of an additional $15,000 to the project, bring EOLIC contribution to $30,000.

RV Park/Campground

Clark reported some driveway dirt work started and she has worked to make sure proper permits for work have been obtained. No board action taken.

Bio-Char Guest speaker

Discussion reviewing guest speaker regarding Bio-Char. No board action required.

Dickinson County EMS Drone purchase

Maas reported drone pledges were sufficient to order unit and once here we will honor our pledge of $500.

Blue Water Festival

Board review of activities at Blue Water Festival. No board action required.

New Business

Cerwick had questions regarding safe boating practices regarding speed, boat size, boat noise and loud stereos.

Board noted that an invitation to the new conservation officer to speak at the September or October meeting may be in order.

Other issues, announcements, group sharing, etc.

Next regular meeting is scheduled for September 20, 2021 at 7:00 PM at Orleans City Hall.


It was moved by Sexton and seconded by Cerwick to adjourn the meeting at 8:45 PM.  Motion carried.
