East Okoboji Lakes Improvement Corporation

Board of Directors Meeting

Monday, July 19, 2021 @ 7:00 PM

Board Members Present:  Bill Maas, Terry Wilts, Chuck Augustine, Mike Sexton, Don Cerwick, Paula Radke, Laurie Murray.

Board Members Absent: Lois Clark and Steve Richards

Guest: Matthies family, Dr. William Held and Marilea & Mark Kinseth

The meeting was called to order at 7:00 pm by President Bill Maas at the Orleans City Hall Council Chambers

Adoption of Agenda

Moved by Augustine and seconded by Sexton to adopt the agenda with flexibility.  Motion carried.

Approval of Minutes

Moved by Sexton and seconded by Murray to approve the May 17, 2021 regular board meeting minutes. Motion carried.

Guest Speakers Dan and Jacob Matthies from American Carbon Products, LLC

Dan and Jacob shared with the group a presentation regarding BIO-CHAR.  Once I receive their presentation, I will make it available to anyone that contacts me.

Treasurer’s and Membership Report

Wilts reported up to date financials to the group with a balance of $110,600.01. Augustine moved with second by Murray to accept treasurer’s report.  Motion carried.

Membership total stands at 351 with dues/contributions totaling $30,810.00 during this revenue cycle.  EOLIC thanks the Iowa Great Lakes Chamber of Commerce and Blain Andera for their most generous contribution of $5000 from the proceeds of Walleye Weekend.

Old Business

Francis Sites Wetland Update

Construction in its final days with project substantially complete. No board action needed.

East Okoboji Shores Fundraising/Iowa Natural Heritage Foundation

Fundraising efforts to purchase 50-acre parcel adjoining Elinor Bedell State Park for conservation use continue through Labor Day 2021. EOLIC will be happy to share both riparian and membership mailing lists with INHF for the purpose of them contacting owners by mail on East Lake, Upper Gar, Lake Minnewashta and Lower Gar.

RV Park/Campground

It was noted that a parcel of land on the east side upper tier of 182nd St has changed hands to an LLC but nothing more to report.

Annual Meeting Review

Wilts reported booking the Maser Monarch Lodge for next years Annual Meeting on June 4th, 2022.  Everyone pleased with venue.

Docks at Boat Ramps

Nothing new to report.

New Business

Election of Officers

Moved by Augustine and seconded by Sexton to nominate Maas for President, Clark for Vice President and Wilts for Secretary/Treasurer.  Motion carried unanimously. Discussion regarding adding a Past President’s position to officer’s status begun with no board action taken.

Dickinson County Emergency Management Drone Purchase

Moved by Augustine and seconded by Murray for EOLIC to pledge $500 towards the county’s new drone once purchased. Motion carried.

Other issues, announcements, group sharing, etc.

Next regular meeting is scheduled for August 16, 2021 at 7:00 PM at Orleans City Hall.

Blue Water Festival booth hours on August 7, 2021 are from 10-3.


It was moved by Cerwick and seconded by Augustine to adjourn the meeting at 9:35 PM.  Motion carried.
