East Okoboji Lakes Improvement Corporation

Board of Directors Meeting

Monday, June 18, 2018 @ 7:00 PM

Board Members Present: Bill Maas, Joel Farley, Terry Wilts, Bob Kelley, Jim Blum, Wendell Riley, John Salewske and Lois Clark.

Board Members Absent: Steve Richards, Vern Schoeneman, Chuck Augustine and Mike Maffin

Guests present:  Pam Jordan, Mark Peterson

The meeting was called to order at 7:00 by President Bill Maas at the Orleans City Hall Council Chambers.

Adoption of Agenda

It was moved by Clark and seconded by Kelley to adopt the agenda with flexibility.  Motion carried.

Approval of Minutes

Moved by Salewske and seconded by Riley to approve the May 21, 2018 regular board meeting minutes. Motion carried.

Treasurer’ Report

Treasurer Joel Farley reported a balance of $22,579.45 with a CD balance of $5,954.20 that reaches maturity 9-15-2018. Heavy expenses this month due to payment of mechanical harvesting invoices.  Invoices have been turned into the Iowa DNR for cost share reimbursement. Motion Riley and seconded by Clark to accept treasurers report. Motion carried.

Membership Report

Secretary Wilts reported 224 responses to the membership/dues mailer to date with total proceeds of $12,450.00, an average of $55.58 per response. 110 new responses so hopefully existing members will get their dues for 2018 in. No response as of yet from the local marinas and barge operators.


Old Business

2018 Okoboji Blue Water Festival Volunteers and Action Plan

Volunteer sheet passed around for sign up to represent the EOLIC at the booth for Okoboji Blue Water Festival from 10am until 3 pm Saturday August 11, 2018.  Items suggested for booth display are: summary of 2018 Aquatic Management Program, new membership forms, EOLIC banner, story board, multi spectrum imagery from drone footage.

Annual Meeting

Saturday, August 4, 2018, 8:30 am coffee, 9:00 am meeting. Meeting this year will be held at Wesley Place, 1815 Hill Ave, Spirit Lake, with parking on Hill and in the United Methodist Church parking lot behind the venue. Speaker has yet to be determined.

2018 Aquatic Management Plan Update

Mark Peterson from Underwater Solutions joined us and reported the following:

·       Mechanical Harvesting attempted May 13, 2018 but was put on hold until pondweed crested May 16 with cutting commencing June 9.

·       321 loads transferred from cutter to shore via transport boat.

·       200 cu ft pondweed per load

·       64,200 cu ft pondweed cut

·       15 lbs./cu ft wet weight

·       963,000 lbs. cut and hauled to shore

·       More than 41 Acres cut, hauled to shore and then hauled to DNR approved disposal site, much of which went to composting operating east of Big Spirit Lake.

New Business

Multi Spectrum Drone Technology

Agreement made with Heartwood Labs representative Adam Batchelet to provide multi spectrum drone mapping of 950 acres of East Lake Okoboji.  Approximately 650 acres flown June 5 and 6th with outstanding results. Further flights hampered by windy conditions and pondweed eventually starting to lay over around June 13. President Maas asks for motion to pay EOLIC share of mapping in cost share with Iowa DNR and Clark makes motion with second by Blum.  Motion carried. Drone mapping will be outstanding visual documentation and scientific evidence of the 2018 Aquatic Management Plan.

Next Regular Meeting is scheduled for July 16, 2018 at 7:00 PM at Orleans City Hall.


It was moved by Kelley and seconded by Clark to adjourn the meeting at 9:04 PM.  Motion carried.
