East Okoboji Lakes Improvement Corporation

Board of Directors Meeting

Monday, March 19, 2018 @ 7:00 PM

d Members Present: Bill Maas, Mike Maffin, Bob Kelley, Joel Farley, Terry Wilts, Vern Schoeneman, Steve Richards, Lois Clark and Chuck Augustine.

Board Members Absent: Jim Blum, Wendell Riley and John Salewske.

Guests present: Pam Jordan

The meeting was called to order at 7:00 by President Bill Maas at the Orleans City Hall Council Chambers.

Adoption of Agenda

It was moved by Richards and seconded by Maffin to adopt the agenda with flexibility.  Motion carried.

Approval of Minutes

Moved by Richards and seconded by Augustine to approve the November 20, 2017 regular board meeting minutes. Motion carried.

Treasurer’ Report

The treasurer’s report showed an overall balance of $47,025.31 with a CD balance of $5,954.20 that reaches maturity 9-15-2018. Motion Kelley and seconded by Clark to accept treasurers report. Motion carried.

Membership Report

Wilts reported 7 additional members joining over the winter to bring total to 258.  Discussion also at this time to engage the Francis Sites Homeowners Association regarding joint interests.

Old Business

2018 Aquatic Management Plan Update

Contract has been let to Aquatic Environmental Consultants for herbicide application of Aquathol K, 10 acres north of the 9 & 71 bridge on East Lake Okoboji and 10 acres on Lower Gar.

An Inter-governmental contract has also been executed between the Iowa DNR and the City of Orleans for +- 40 acres of mechanical harvesting. Agreement has yet to be reached with the vendor but expected shortly.

Short discussion regarding the testing aspects of the herbicide application and also the need to manage expectations.  EOLIC to make itself available for any community educational projects deemed necessary.

28th St Drainage Project

An update from guest and Vice Chairperson of the Dickinson County Board of Supervisors Pam Jordan on this project.  Still a bit of a bureaucratic tangle with the DNR and IDALS but the Water Quality Initiative deadline was met back in December.  We expect some movement on project planning funding on March 20 and expect subject on the March 27 Board of Supervisors agenda.   No 28E agreement on this project between Dickinson County and City of Spirit Lake at this time. Dickinson County FY19 budget does show a $30,000 line for easement procurement.

East Loch Estates Update

Matter currently being litigated with little to report.

New Business

2018 Membership/Fundraising/ Dues Mailer

Early discussion regarding mailer expected to be sent early to mid-May of 2018.

Okoboji Blue Water Festival August 11, 2018

Motion Richards with a second by Augustine to sponsor Okoboji Blue Water Festival at the $500 level. Motion carried with only Wilts in dissent.

Annual Meeting Discussion/Venue/Featured Speaker

Reminder discussion regarding annual meeting date of August 4, 2018.  Wilts will check into availability and costs of other venues.

Other issues, announcements, group sharing, etc.

Next Regular Meeting is scheduled for April 16, 2018 at 7:00 PM at Orleans City Hall.


It was moved by Kelley and seconded by Clark to adjourn the meeting at 8:12 PM.  Motion carried.
