Board of Directors Meeting

Monday, Nov. 16, 2015 @7:00 PM

Board Members Present: Bill Maas, Gus Tallman, Bob Kelley, Mike Maffin, Jim Blum, Joel Farley, Vern Schoeneman, Bonnie Simonson, Wendell Riley, Steve Richards and Bev Schumann

Board Members Absent: Terry Wilts

Guests present: Jim Sholly

The meeting was called to order at 7:02 by President Bill Maas at the Orleans City Hall Council Chambers.

Adoption of Agenda

It was moved by Mike Maffin and seconded by Vern Schoeneman to adopt the agenda with flexibility. Motion passed.

Approval of Minutes

Moved by Bob Kelley and seconded by Gus Tallman to approve the October 2015 regular board meeting minutes. Motion passed.

Treasurer’ Report

It was moved by Steve Richards and seconded by Wendell Riley to accept the Nov.16th treasurer’s report showing a balance of $32695.71. Motion passed.

Old Business

Report on drainage RFP in Spirit Lake/County Drainage

It was reported that an RFP has been drafted and sent to Pam Jordan. No further details were available.

Membership Report

Joel Farley presented the board with ideas for emblem designs that could be placed on a sticker to be given to EOLIC members. Copies of these designs will be sent out to the members for their input. Also it was suggested that the graphic design department at Iowa Lakes might be interested in helping with the design. Steve Richards volunteered to make a contact and report back to the board

Lake Level Policy by Dickinson County Emergency Management

Bill Maas reported that the Emergency Management Committee has not met.

New Business

Stormwater Planning in Snooks Development

Jim Sholly presented a tentative plan for a Storm Water Wetland Project on the property (Leo Parks, Jr. current Owner) just north of Shore Stations (Midwest Industries) in Okoboji, Iowa. Mr. Sholly was asking that EOLIC sponsor and support the project in submitting a pre-application to the Iowa Department of Agriculture and Land Stewardship for the creation of a small wetland area to clean, filter and cool the runoff from the 10+ acres of developed land to the North. It was moved by Steve Richards and seconded by Vern Schoeneman to support and sponsor the project. Motion passed. The board noted that the developed properties above draining south to the project start with Parks Marina’s Display lot and the Stables Development at 175th Street, Caseys Gas Station, Rebe Office, two lots by Wilcox, two and half of another streets of the City of Okoboji, United Community Bank lot and the Leo Parks Jr. lot where the Snooks Development is to be placed, all with large impervious areas on them. It was pointed out to Mr. Sholly that all contributing lands should contribute to the cost of this project.

Weekend Issues with boats in Millers Bay

It was announced that a meeting will be held at the Arnolds Park City Hall on Tuesday, Nov. 17 to discuss this issue. The meeting is open to the public.

Next Regular Meeting is scheduled for March 15th, 2016 at 7:00 PM at Orleans City Hall


It was moved by Bob Kelley and seconded by Wendell Riley to adjourn the meeting at 8:15 PM. Motion passed.
