East Okoboji Lakes Improvement Corporation

Board of Directors Meeting

Monday, October 21, 2019 @ 7:00 PM

Board Members Present:  Bill Maas, Lois Clark, Joel Farley, Terry Wilts, Steve Richards, Jim Blum, Chuck Augustine and Mike Sexton.

Board Members Absent: Bob Kelley.

Guest: Tom Clary

The meeting was called to order at 7:00 pm by President Bill Maas at the Orleans City Hall Council Chambers

Adoption of Agenda

Moved by Clark and seconded by Augustine to adopt the agenda with flexibility.  Motion carried.

Guest Presentation

Tom Clary, representing the Iowa Great Lakes Association, provided presentation regarding water levels at the Lower Gar Outlet and proposed the solution of adding 2 or more additional box culverts at the Lower Gar outlet and also unclogging the immediate downstream areas west of the fish barrier. Asked board for a formal “Letter of Support” for this project. Board action taken later.

Approval of Minutes

Moved by Farley and seconded by Richards to approve the September 16, 2019 regular Board meeting minutes. Motion carried.

Treasurer’s Report

Farley reported an account balance of $78,454.22. Memorial made in honor of founding member and member in good standing for 51 years, Dr. Al Klein, totaled $600 this month, bringing the total to $700.  The EOLIC thanks Dr. Klein, wife Sheila and his family, friends and admirers for such a great legacy.  Blum moved with second by Augustine to accept treasurer’s report.  Motion carried.

Membership Report

Wilts reported the 2019 Membership and Dues mailer has resulted in 266 responses to date.  Dues and donations to date $16,560, an average of $62 per response.

Old Business

Discussion/Action on letter of support for Lower Gar Outlet Water Level Project

After lengthy discussion, Wilts moved with Sexton seconding, to have Board Member Jim Blum draft a letter of support for the IGLA plans to move forward with 2 or more box culverts at the Lower Gar Outlet.  Once draft is approved, Wilts will send on EOLIC letterhead.

28th St Francis Sites Drainage Project

$10,000 for project granted from Dickinson County Endowment Fund.  Thanks to County Supervisor Pam Jordan for making application to the fund.

New Business

2020 Aquatic Management Plan

Pondweed Working Group met September 26 to review 2019 efforts and make plans for 2020.  After lengthy discussion regarding options, group came to conclusion that the 2020 plan will be very similar in scope and size to 2019 plan, approximately 60 acres of systemic treatment and approximately 25 acres of mechanical cutting.

Buoys near the Narrows

A number of homeowners near the Narrows would like to see the marker buoys regarding no wake/ 5 mph zone pushed out further (similar to placement in years past) to help avoid shoreline erosion caused from prop chop. Maas agreed  to contact officials in law enforcement at the Iowa DNR with Blum to encourage letters to the DNR from affected homeowners.

Next regular meeting is scheduled for April 20, 2020 at 7:00 PM at Orleans City Hall.


It was moved by Clark and seconded by Augustine to adjourn the meeting at 9:09 PM.  Motion carried.
