Board of Directors Meeting

Monday, September 18, 2017 @7:00 PM

Board Members Present: Bill Maas, Mike Maffin, Joel Farley, Terry Wilts, Vern Schoeneman, Jim Blum, Steve Richards, Wendell Riley, John Salewske, Lois Clark, and Chuck Augustine.

Board Members Absent: Bob Kelley

Guests Present: Pam Jordan, Kate Mendenhall, John Wills, Walt Homan and Gus Tallman.

The meeting was called to order and new board members Lois Clark and Chuck Augustine and our guest speaker Kate Mendenhall introduced at 7:00 by President Bill Maas at the Orleans City Hall Council Chambers.

Guest Speaker

Kate Mendenhall, Owner-Farmer, Quilted Pig Farm, LLC dba Okoboji Organics/Okoboji Pastures spoke to the board about her organic hog farm located at 2266 170th St.  Future plans include organic certification and 10 pasture raised feeder hogs on the 18-acre site with a goal potentially of 50 hogs total.  Grazing to be done paddock style, moving animals on a daily basis.  Jim Blum encouraged a buffer strip to the west to augment buffer strip to the north.  The EOLIC Board thanked Kate for her willingness to come before us on her new venture.

Election Of Officers

Motion Richards and seconded by Schoeneman to re-elect Bill Maas President, Mike Maffin Vice President, Joel Farley Treasurer and Terry Wilts Secretary. Motion carried unanimously.

Adoption of Agenda

It was moved by Blum and seconded by Salewske to adopt the agenda with flexibility.  Motion carried.

Approval of Minutes

Moved by Schoeneman and seconded by Maffin to approve the July 17, 2017 regular board meeting minutes. Motion carried.

Treasurer’s Report

Farley reviewed checking account activity since last board meeting.  Account balance as of 9-15-2017 was $40,731.48 and a CD balance of 5954.20.  Motion Riley seconded by Blum to accept treasurers report. Motion carried.

Old Business

28th St Drainage Project

Pam Jordan, Board of Supervisors Vice Chair, reported on work regarding 28E agreement between Dickinson County and the City of Spirit Lake to manage assets of project. County money would be used in the first year and city money used second year for financing easements.

Water Quality Grant preliminary deadline due December 8 2017 with secondary grant follow up shortly after if selected.  John Wills said that grant applications would be better received with the EOLIC having a little skin in the game. Wills and Jordan also went on to say they are pursuing a Watershed Management Authority between the County/City of Spirit Lake/ and the Soil and Water District.

A board committee may be established to look at the study before EOLIC signs on to help fund project.

Curlyleaf Pondweed Working Group

Maas and Wilts reported to board that the curlyleaf pondweed working group had made recommendation that mechanical harvesting be more than doubled from 2017 efforts and that a low-dose Aquathol K herbicide trial treatment be done on 10 acres of East Okoboji Lake north of the 9 and 71 bridge along with another 10 acres to be treated in Lower Gar Lake. The recommendation also includes water testing in those two areas and around drinking water intakes along with a flow meter to be installed under the Highway 71 bridge between East and West Lake Okoboji. A ramped-up campaign for illegal application of chemicals into the lakes by unauthorized parties including a 1-800 tip line also to be featured along with streamlined law enforcement of such violations.

Public hearing on recommendation set for September 28, 2017 at 6;30 pm at the Sami Bedell Center for the Performing Arts on the Spirit Lake High School Campus, 612 28th St, Spirit Lake, Ia.

Report on EOLIC Involvement in Blue Water Festival

Maas reported on EOLIC involvement in Blue Water Festival.  No new members reported but event perceived as something that the EOLIC needs to be represented at.

New Business

East Loch Estates

Board discussed East Loch Estates project.  Motion Blum seconded Maffin to send letter to County Zoning Administrator David Kohlhasse with the following EOLIC concerns:

·      Definition of buildable areas.  After drainage/retention ponds, greenspace, bike trail, easements, roadways, etc. what is the final acre count. Use final acre count then as a way to measure density of planned unit development to avoid over burdening sanitary sewer, other utilities, fire protection, traffic flow, etc.

·      Master Plan to be presented in its entirety, not in phases.

·      Any portion of development in Drainage District 22 runoff to be detained and released not to exceed current tile capacity.

·      All Low Impact Development provisions and on-site 100 year storm water detention storage be reviewed for compliance by an independent drainage engineer selected by the Board of Adjustment separate from Drainage District 22 and the Cities of Okoboji and Spirit Lake to avoid any conflict of interest at the developers expense.

·      40 to 50-foot greenspace/buffer strip between existing residential areas and new development.

Motion carried.

RV Park

Okoboji RV Resorts, LLC plans before the Board of Adjustment for Conditional Use Permit September 25,2017 for 63 units RV park near Ranch House Antiques off 260th Ave.  Strictly informational, no board action taken.

Other issues, announcements, group sharing, etc.

Next Regular Meeting is scheduled for October 16, 2017 at 7:00 PM at Orleans City Hall.


It was moved by Salewske and seconded by Richards to adjourn the meeting at 9:23 PM.  Motion carried.
