East Okoboji Lakes Improvement Corporation
Board of Directors Meeting
Monday, September 21, 2020 @ 7:00 PM
Board Members Present: Bill Maas, Lois Clark, Joel Farley, Terry Wilts, Steve Richards, Bob Kelley and Mike Sexton.
Board Members Absent: Chuck Augustine.
Guest: None
The meeting was called to order at 7:00 pm by President Bill Maas at the Orleans City Hall Council Chambers
Adoption of Agenda
Moved by Kelley and seconded by Farley to adopt the agenda with flexibility. Motion carried.
Approval of Minutes
Moved by Sexton and seconded by Richards to approve the August 17, 2020 regular board meeting minutes. Motion carried.
Treasurer’s Report
Farley provided up to date financials of the group with a balance of $102,387.81. Account receivable from DNR has arrived. Moved by Richards with second by Sexton to accept treasurer’s report. Motion carried.
Membership Report
Wilts reported the 2020 Membership and Dues mailer has resulted in 413 responses to date with dues and donations exceeding $31,700.00.
Old Business
28th St Francis Sites Drainage Project
Reported that work began on the project September 16 and today Maas and Wilts met with Jon Hight, engineer for project, Pam Jordan, Dickinson County Supervisor, and John Wills, Clean Water Alliance director and state legislator at the site. Silt booms and fencing were already present in the lake and in the ditch next to the lift station and the crews were knifing in the silt barriers now that the surface has been prepared. Reviewed the plans and dirt moving work is well underway.
The EOLIC has also made application for a grant from the Water Quality Commission for an additional $100,000 for Phase Two of this project. Grants already received with EOLIC sponsorship total $285,000.
Iowa Great Lakes Diagnostic Study Update
On August 24, 2020, Sexton and Wilts attended the informational presentation regarding this study. The only request at this point is a Letter of Support sometime this fall with a meeting regarding funding participation yet to be determined. Last comprehensive lake study was done in 2006. No board action taken.
East Okoboji Island Update
Wilts reported that the Corps of Engineers have signed off on the restoration of East Okoboji Island (north of Trigg’s Resort) and that bids will be taken. Strictly informational, EOLIC has not been asked for any funding. No board action required.
New Business
Board Members with terms expiring
Without an annual meeting this year, the board has decided to extend every board member’s term by one year to keep continuity during this time.
Election of Officers
Richards moved with Clark seconding to re-elect the current officers. Motion carried.
New Board Member Search
No new names brought forward and board will continue search for 1 or more outstanding candidates.
Other issues, announcements, group sharing, etc.
Next regular meeting is scheduled for October 19, 2020 at 7:00 PM at Orleans City Hall.

It was moved by Clark and seconded by Kelley to adjourn the meeting at 8:30 PM. Motion carried.
